Is it necessary though? I don't know much about the campaign but isn't the only result of peoples uprising the forming of raid troops which you can then slaughter for cash and experience?

Just let them rebel then take over again, you'll gain slaves and experience after

I find that newly spawned generals can level up quite fast and with few units in the mop up duty of the rebellions. Public order issues themselves just take longer to deal with torture chambers everywhere, but eventually the provinces are dealt with pretty much permanently.
Yeah fuck those provinces i just let the rebellions take over, i spent so much resources and time on those stupid provinces.

Darker Nostalgia Ya...it’s obnoxious really. I wasted so much of my time in quelling the same regions over and over again. Finally realized that Bear Isle province and the far west are better off razed. Fuck them honestky.

The only time I remember it before was, as a campaign map resource in medieval 2 and it was no different than any other resource like wood or gold in that it simply generated income.
